I Was Speaking With One of Our Technical Advisors.
Regarding the file that we’ve been calling the Bexar (pronounced Bear) County Fractional File. It is a file that we received from Dr. Walter Daugherity, a Harvard-educated, Texas A&M Senior Lecturer Emeritus in computer science. You can read our first post about the file here.
The voter file, which was initially released as the official file of voters who voted on February 17th and February 18th, 2026, in the Bexar County Republican Primary. It contains 735 voter names that are each duplicated either 5 or 6 times in a way that seems quite likely to have been for the purposes of election fraud.

How Was the File Created?
We’re not sure.
Here’s what we know about it’s origin.
Dr. Daugherity told us:“My understanding is the county sent it to the 2 major parties and the county GOP campaign activities committee chair Terri Richardson sent it to the GOP precinct chairs, one of whom [MJ] is the mother of U.S. House District TX-21 GOP primary candidate Weston Martinez, who sent it to her son Weston who sent it to Lori Gallagher who sent it to me.”
We have been able to validate the chain of custody.
The county GOP campaign activities committee chair Terri Richardson’s name is in the name of the file.
And the file appears to have been in a subfolder that included the name Kris - an apparent reference to the Bexar County Republican Chair Kris Coons.
We Also Received the File In a Direct Thread Showing the Chain of Custody.
This seems to make clear that the file is authentic and originated with the Republican Party of Bexar County.
The file was directly attached to this thread - which has been redacted for privacy of those involved.

The Republican Party of Bexar County Does Not Wish To Discuss This File.
We thought the natural thing to do would be to call the Republican Party of Bexar County and try to find out how the voter’s names in the file came to be distorted in this way. We thought they would want to get to the bottom of it - since hopefully we all want fair elections and we all want to prevent any type of foul play that’s occurring.
I spoke with the Executive Director of the Bexar County Republicans Becky Edler. As you can tell if you listen to the call, she was not interested in discussing the file at all. Quite the opposite, she was openly hostile.
In case you think this is a Democrat vs. Republican issue, it’s not. The folks who passed the file onto us are Republicans and they are very concerned about it. But the Republican Party did not want to discuss the file - not even with other Republicans.
One Statement Only
Bexar County election officials took the fractional file down and replaced it with a file that had an almost completely different set of voters. That actually raises more questions than it answers.
We found only one statement from Bexar County election officials about this file. The statement is in an article in the San Antonio Current (2/20/26). The article is a hit piece on the candidate who discovered the file and made the public aware of it, Weston Martinez, not an investigation of the issue.
In the article, Michelle Carew, the Bexar County Election Administrator does not specifically mention the fractional file, or how it was created. She says,
“After thorough review, we found no evidence to support these claims … We encourage the public to review the official voter roster, which is available on the Bexar County Elections website and is accessible to everyone.” That is the file of voters’ names that the Bexar County Elections Department uploaded to replace the fractional file. Carew continued, “Bexar County conducts elections efficiently, accurately, and in accordance with established laws, regulations, and governmental policies.”

Our goal is to establish a nation-wide safety net of observation, to maximize transparency of the voting process. Observers will actively participate in their local elections, collecting organized, verifiable data about how their elections are conducted. This will help ensure that the results are accurate and fair and that the process is transparent. This engagement helps increase knowledge, boost confidence, identify trouble spots, and reduce the risk of foul play. Greater trust in results decreases the chances of chaos, or even violence, following an election.
