It's hard to know how many votes you'll need until the election and you would have to program the vote-flipping algorithms ahead of time and somehow slip them in there. I think they'd guessed that they could start the flipping at 600 ballots/tabulator and it would be enough, but they were wrong. Nevertheless, that's why NV was so much closer than was expected. The 2020 Clark County data analysis suggests this. They needed someone to coordinate it all and vote flip almost every state, and that's when Musk hit the scene. I think they might have genuinely thought they had a shot with Joe Biden without cheating, but they panicked when Harris entered the race and that pushed them to put their scheme into motion.

They had over 70 MAGA election deniers that were elected officials in tlelection positions in the 7 swing states. There has already been people coming out about the "million dollar voting lottery" Musk stunt confessing that they paid people $100 bucks and took their voter registration and photos of their signatures and would tell them "You now officially voted for Trump" (without them actually voting)

It would be really difficult to get hand recounts after the certification unless they can prove, witness testimony etc. It would be unprecedented and we would probably need help from NATO or the UN... but not impossible.
